I think this quote shows that poetry is often based on just the writer's feelings. No one seems to care if it doesn't make sense, that's what poetry is. It seems that poetry is it's best if the writer has high emotions. That may be what Carl Sandburg means by this quote.

He may have written poetry that he, himself didn't truly understand the source from which it erupted - kind of like a poetic vent. You look back and say "So, that's how I felt about [whatever the subject is], hmmmmm."
